Who can apply for Singapore PR?
Six groups can apply, including Employment Pass and S Pass holders, spouses and children of citizens/PRs, aged parents of citizens, certain students, and investors.

- Spouse of a Singapore citizen or PR — the spouse sponsors the application via Singpass.
- Unmarried child under 21 born within a legal marriage to, or legally adopted by, a Singapore citizen or PR — the parent sponsors.
- Aged parent of a Singapore citizen who is at least 21 — the citizen child sponsors (PR children cannot sponsor under this category).
- Employment Pass or S Pass holder — you apply yourself using Singpass.
- Student studying in Singapore who has passed at least one national exam (PSLE, GCE N/O/A levels) or is in the Integrated Programme.
- Foreign investor — via EDB’s Global Investor Programme, which has its own criteria.
- ICA publishes no minimum salary, minimum years of residence or minimum time on a pass before applying.

- “You must have worked in Singapore for at least 2 years before you can apply.” There is no such rule on ICA’s site for EP/S Pass holders.
