Singapore PR for S Pass holders
Yes — S Pass holders are one of ICA's listed eligible categories and apply themselves via Singpass, with no sponsor needed. ICA publishes no minimum salary or time on the pass; MOM's S Pass qualifying salary is a separate work-pass requirement, not a PR criterion.

Official information
- ICA lists “Holder of an Employment Pass or S Pass” as one of its eligible categories for PR. Unlike the spouse, child or aged-parent routes, there is no sponsor: “You will need to log in to ICA e-Service using your Singpass to submit the application.”
- ICA says it takes into account “family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency”, to assess the applicant’s ability to contribute, integrate, and commit to sinking roots in Singapore.
- ICA publishes no minimum salary, minimum years of residence, or minimum time on an S Pass before applying for PR.
- MOM's S Pass qualifying salary is a separate work-pass requirement, not a PR criterion. As of MOM's page updated 1 September 2026, the minimum fixed monthly salary runs from S$3,300 (age 23 or below, most sectors) up to S$4,800 (age 45 and above); financial services roles need more, from S$3,800 to S$5,650. MOM's page also lists higher amounts for new applications from 1 January 2027 and for pass renewals from 1 January 2028.
- The document checklist asks every applicant for a letter of employment from their current employer, dated no more than 3 months before the online application, stating occupation, date of employment, and basic and gross monthly salary, plus pay slips from the last 6 months. Applicants who work overseas must also provide the latest 3 years' income tax assessments or receipts.
- The application fee is S$100, non-refundable, the same as every other category. At completion of formalities, successful applicants separately pay S$20 for the Entry Permit, S$50 for a 5-year Re-Entry Permit and S$50 for the Identity Card.
- “Applications will be processed within 6 months, provided all the required documents are submitted and are in order. Some applications may take longer to process.”
- The Government has stated in Parliament that it does not reveal the detailed criteria for granting PR, and that each application is evaluated holistically.

Community observations
Self-reported by applicants on public platforms. Not ICA policy; may not be representative.
- In the Facebook-group reports we collated from S Pass holders who stated an outcome, 2 were approved and 2 were rejected. The sample is too small to draw a pattern from.
- Public-forum reports (Reddit, Expat.com, SingaporeExpats, Lowyat, LinkedIn and news coverage) are more lopsided: 5 approved against 10 rejected, with 3 more still pending when last posted. This group also skews towards people posting after a rejection or while anxiously waiting, so it likely overstates how often S Pass applications fail.
- Reported approvals include an applicant who switched from an Employment Pass to an S Pass after an EP extension was refused, and was approved on PR about a year later; an applicant approved about a week after emailing ICA an updated set of documents roughly a year into a first application; and an applicant approved in 2025 after two earlier PR rejections and two unsuccessful appeals, across about ten years in Singapore on a Work Permit and then an S Pass.
- Reported rejections span a wide range of tenure and salary: a 16-year Singapore resident on an S Pass earning about S$84,000 a year, and an S Pass couple in construction earning S$3,100 and about S$4,300 a month. As with other pass types, neither a long stay nor a mid-range salary is reported to guarantee approval.
- Occupations in the S Pass reports we hold include construction, nursing, cybersecurity, engineering and IT — the reports don't suggest PR is limited to, or closed off from, any one field.
- Members of the Facebook groups say that if a work pass is cancelled with no replacement pass issued, the PR application linked to it is cancelled too.

Claims we could not verify
- That S Pass holders are approved less often than Employment Pass holders. No official source publishes approval rates by pass type, and the public reports we hold are too thin, and too shaped by who posts where, to compare the two reliably.
- That there's a minimum salary for an S Pass holder to apply for PR. ICA publishes no such threshold. MOM's S Pass qualifying salary is a requirement to hold the pass itself, not a stated PR criterion.
