How does ICA assess PR applications?

• ICA says it takes into account “family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency”, to assess the applicant’s ability to contribute, integrate, and commit to sinking roots in Singapore.
• The Government has stated in Parliament that it does not reveal the detailed criteria for granting PR, and that each application is evaluated holistically.
• In October 2025, DPM Gan Kim Yong said the number of PRs granted depends on “the number and quality of applications we receive, and our changing needs”, citing healthcare workers as an example of recent grants.
• MHA has also said that “different criteria may apply to different applicants”, and declined to publish residency-duration statistics because they could be used to game the system.
• Population in Brief 2026 describes PR and citizenship as granted to “assimilable individuals who can contribute to Singapore, integrate well, and are committed to making Singapore their home.”
