ICA says it takes into account “family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency”, to assess the applicant’s ability to contribute, integrate, and commit to sinking roots in Singapore.
No minimum salary for PR is published. The EP and S Pass qualifying salaries (e.g. EP from S$5,600 at age 23) are MOM work-pass criteria, not PR criteria.
The Government has stated in Parliament that it does not reveal the detailed criteria for granting PR, and that each application is evaluated holistically.

Applicants consistently report that a high salary alone does not secure approval. Posts describe rejections of very high earners, and approvals of S Pass holders with long residence and local ties.
Changing from employment to founding a company during processing is reported to have coincided with rejection in at least one public case.

Unverified claim

Specific “safe” salary figures, such as “below S$3,250 is almost always rejected” (a heuristic published by a crowd-sourced tracker from its own users’ posts).
That certain “priority sectors” get a structural advantage. The Government has said it granted PR to healthcare workers in recent years, but has not described sector preferences beyond that.
